WHAT RADON-RESISTANT CONSTRUCTION ADDRESSES
Radon is a naturally occurring soil gas that can accumulate indoors. Radon-resistant construction limits entry points through building floors, walls, and foundations and limits mechanical depressurization that can draw soil gas inside. The features are designed into the foundation and ventilation systems during construction.
THE STANDARDS: FBC APPENDIX E AND SECTION 553.98 F.S.
The Florida Standards for Radon-Resistant New Construction are authorized by Section 553.98, Florida Statutes, and are included as appendices of the Florida Building Code. In the 2023 Florida Building Code, Eighth Edition, Appendix E is the Florida Standard for Radon-Resistant New Commercial Construction. These standards are published and maintained through the Department of Business and Professional Regulation.
RESIDENTIAL VERSUS LARGE-BUILDING STANDARDS
The standards are divided into two categories. The residential standard applies to single-family homes and duplexes and is included in the Florida Building Code and Florida Administrative Code by reference. The large-building standard applies to all other construction. Each is applied according to the Radon Protection Maps.
RADON PROTECTION MAPS AND LOCAL ADOPTION
The Radon Protection Maps identify areas where additional radon-resistant features are recommended because more than five percent of new buildings are expected to exceed the U.S. EPA action level. The standards are currently voluntary statewide; they become a required code within a county only if a majority of that county's building-permit-issuing agencies adopt them. Confirm local adoption for your jurisdiction before assuming the standard applies.
ACTIVE SOIL DEPRESSURIZATION AND SYSTEM FEATURES
Where the standard applies, large buildings commonly use an active soil-depressurization system designed to maintain a small pressure differential beneath the slab. Each soil-depressurization system must include a clearly labeled fan-failure indicator, marked “RADON REDUCTION SYSTEM FAN-FAILURE INDICATOR,” visible to building occupants, provided either as a visual light device or an audible alarm.
THE DEPARTMENT OF HEALTH RADON PROGRAM AND CERTIFICATION
The Florida Department of Health administers the state radon program, including radon measurement and mitigation, under Chapter 404, Florida Statutes, and Chapter 64E-5, Florida Administrative Code. The department also maintains a standard for the mitigation of radon in existing buildings. Radon measurement and mitigation businesses and technicians operate under the department's certification framework.
