WHY DRINKING WATER CONSTRUCTION IS PERMITTED
The federal and state Safe Drinking Water Acts require permitting of public drinking water infrastructure construction to ensure compliance with water-quality standards. Design and permitting are governed by Chapter 62-555, F.A.C., and water-quality standards by Chapter 62-550, F.A.C.
SPECIFIC PERMIT VERSUS GENERAL PERMIT
There are two construction permit types for public water system (PWS) components:
Specific permit — Form 62-555.900(1), Application for a Specific Permit to Construct PWS Components, required for treatment facilities and projects with unique conditions outside the general-permit allowances.
General permit — Form 62-555.900(7), Notice of Intent to Use the General Permit for Construction of Water Main Extensions, for projects that comply with the conditions in Rule 62-555.405, including service to multiple buildings on a commercial property.
WHAT THE GENERAL PERMIT COVERS (62-555.405)
Water-main extensions meeting all conditions of Rule 62-555.405 may proceed under the general permit, which the reviewing agency evaluates within 30 days under Rule 62-555.530(2). General permits assume little or no deviation from the described project; modifications beyond the allowances in Rule 62-555.536 require withdrawing the permit and submitting a new application.
CLEARANCE BEFORE PLACING COMPONENTS IN SERVICE (62-555.345)
Under Rule 62-555.345, F.A.C., before placing new or altered components into operation for any purpose other than disinfection, leak testing, or equipment testing, the permittee submits a Certification of Construction Completion and Request for Clearance on Form 62-555.900(9) and obtains the Department's clearance. Operating components before clearance can result in a civil penalty.
RECORD DRAWINGS, BACTERIOLOGICAL, AND PRESSURE TESTING
The clearance package includes record drawings of the utility plan clearly showing chlorine injection points and bacteriological sample locations, satisfactory bacteriological (main clearance) samples taken within 60 days of completion in accordance with AWWA C651, and a satisfactory hydrostatic pressure test under AWWA C600. Components in contact with potable water should carry NSF 61 certification.
WHO REVIEWS YOUR PERMIT
Depending on the county, drinking water construction permits are processed by the DEP Drinking Water Section or by an Approved County Health Department under delegation. Either way, the permit carries general conditions, specific conditions, and clearance requirements that must all be satisfied before service.

Common comments include:
General permit used where project conditions required a specific permit.
Components placed in service before obtaining clearance under 62-555.345.
Record drawings missing chlorine injection or sample-point detail.
Bacteriological clearance not obtained within 60 days, or pressure test not to AWWA C600.
Non-NSF-61 materials proposed for potable-water contact.
