WHAT THE PROGRAM REGULATES
Mobile homes, lodging and recreational vehicle parks, and recreational camps are licensed annually by the Florida Department of Health through the state's 67 county health departments. County staff provide plan review, routine inspections, education, and enforcement, with the objective of preventing environmentally transmitted disease.

The program operates under Chapter 513, Florida Statutes, and Chapter 64E-15, Florida Administrative Code. These rules set the standards for the site, water supply, sewage disposal, solid waste, fire protection, and insect and rodent control across mobile home parks, RV parks, lodging parks, and recreational camps.
PLAN REVIEW FOR NEW AND RENOVATED PARKS
Plans are reviewed for new or renovated parks, and for temporary campgrounds, before a permit is issued. The application packet generally includes:
Application for Mobile Home Park, Lodging Park, Recreational Vehicle Park, and Recreational Camp (Form DH4037).
A plan of the park.
Information on the water system.
Information on the sewage disposal system.
Details of any swimming pools.
The required permit fee.
SITE, SPACING, AND DENSITY STANDARDS
Each site of a new or modified park must be evaluated to confirm it is not subject to environmental hazards and is graded so drainage does not create standing water under units. Under Chapter 64E-15, each recreational vehicle space must contain a minimum of 1,200 square feet, density may not exceed 25 RV units per acre of gross site, and each tent space must contain a minimum of 500 square feet.
WATER, SEWAGE, AND POOL REQUIREMENTS
The water supply for each park or camp must comply with Chapter 64E-8, F.A.C., Drinking Water. Sewage must be plumbed to an approved disposal system, and RV parks must provide dump stations for waste and potable water supply stations. Any swimming pool within the park is reviewed under Chapter 64E-9, F.A.C.
THE FIVE-SITE LICENSING THRESHOLD
Licensing and inspections are required for mobile home and recreational vehicle parks that have five or more sites. Licenses are non-transferable, so a change of ownership requires a new permit application. In many counties the permit year and proration follow a fixed annual cycle, with late fees for missed renewals.
