Boundary Survey and Topographic Survey Requirements for South Florida Construction Permits 2026

Boundary and Topographic Surveys for South Florida Building Permits

Boundary surveys and topographic surveys are not merely technical documents — they are legal instruments that form the foundation of every building permit application in South Florida. Miami-Dade County, Broward County, and Palm Beach County all require current surveys as part of building permit applications for most construction project types, from new home construction to pool permits to retaining walls to commercial development. Understanding what surveys are required, when they expire, and how much they cost is essential for budgeting and scheduling any South Florida construction project.

What Is a Boundary Survey?

A boundary survey is a professional survey prepared by a licensed Florida land surveyor (a Florida PSM — Professional Surveyor and Mapper, licensed by the Florida Board of Professional Surveyors and Mappers under Chapter 472, Florida Statutes) that establishes and documents the legal boundaries of a parcel of land. A boundary survey shows the precise locations of all property corners (marked with iron pins or rebar), the dimensions of all boundary lines, the total area of the parcel, the locations and dimensions of any easements affecting the property, any encroachments by structures on or from adjacent properties, the location of any riparian boundaries (mean high water line) for waterfront properties, the legal description of the parcel as recorded in the public records, and the surveyor's certification. The boundary survey is the document that allows building department plan reviewers to verify that proposed structures comply with all required setback distances from property lines.

What Is a Topographic Survey?

A topographic survey — also called a topo survey — is a survey that shows both the horizontal dimensions of the site (similar to a boundary survey) and the vertical dimensions — elevations. A topographic survey uses contour lines, spot elevations, or both to show the existing ground surface elevations across the property. Topographic surveys are required for permit applications involving site grading, drainage design, stormwater management, retaining wall design, pool construction, and new building construction. The topographic data allows the engineer of record to design the drainage system, calculate the cut and fill quantities for earthwork, verify that floor elevations comply with FEMA flood zone requirements, and design retaining walls for the actual site topography. In South Florida's nearly flat terrain, even small elevation changes are significant for drainage and foundation design purposes.

Survey Expiration – The One-Year Rule

In Miami-Dade County and throughout South Florida, surveys used for building permit applications are required to be current — typically no more than one year old at the time of permit submission. If a survey is more than one year old when the permit application is submitted, the building department will require a new or updated survey. This one-year expiration rule is intended to ensure that survey data reflects current site conditions, which may have changed since the original survey was performed due to construction activity, erosion, vegetation changes, or adjacent property modifications. The requirement for a current survey is one of the most common causes of permit application delays in South Florida — property owners who do not check their survey date before submitting a permit application frequently discover that their survey has expired and a new survey must be ordered, adding weeks to the project timeline.

Cost of Boundary and Topographic Surveys in South Florida

The cost of a boundary and topographic survey in South Florida varies widely depending on the property size, shape, and complexity, the current state of the property's survey markers (whether existing iron pins can be found or must be established from scratch), the availability of recent prior surveys to use as a basis, and the number of structures and improvements on the property that must be located. For a standard residential lot in Miami-Dade County — typically 5,000 to 10,000 square feet — a combined boundary and topographic survey typically costs $800 USD to $1,500 USD. For larger residential lots — half an acre to several acres — survey costs range from $1,500 USD to $3,500 USD. For commercial properties, large lots, waterfront properties with riparian boundaries, properties with complex geometry or many improvements, or properties where prior surveys are unavailable, survey costs can range from $3,500 USD to $8,500 USD or more. The $800 USD to $8,500 USD range reflects the realistic cost spectrum for survey renewal in South Florida across all property types.

ALTA/NSPS Land Title Surveys

For commercial real estate transactions and complex development projects, an ALTA/NSPS Land Title Survey — a survey meeting the standards jointly established by the American Land Title Association (ALTA) and the National Society of Professional Surveyors (NSPS) — may be required by lenders, title insurers, or institutional investors. An ALTA survey includes all the elements of a boundary survey plus additional information about encumbrances, easements, rights-of-way, utilities, improvements, and zoning information. ALTA surveys are more comprehensive and more expensive than standard boundary surveys — costs for ALTA surveys on commercial properties in South Florida typically range from $3,000 USD to $20,000 USD or more depending on property size and the ALTA Optional Table A items required. For building permit purposes, a standard boundary and topographic survey is typically sufficient, but lenders may require an ALTA survey for commercial construction loan approval.

Flood Elevation Certificates

For properties in FEMA Special Flood Hazard Areas (SFHAs), an Elevation Certificate prepared by a licensed land surveyor is required to document the lowest floor elevation of the building relative to the Base Flood Elevation (BFE) shown on the FEMA Flood Insurance Rate Map. The Elevation Certificate is used by insurance agents to determine flood insurance premiums, by building departments to verify compliance with floodplain management regulations, and by property owners to document their flood risk. In South Florida's coastal areas and flood-prone inland areas, Elevation Certificates are a standard component of building permit applications for new construction and substantial improvements in SFHAs. The new FEMA Elevation Certificate form (updated in 2022) must be used for current certifications. Florida-licensed surveyors prepare Elevation Certificates as part of their survey services.

Boundary Survey vs. Property Sketch or Legal Description

Many property owners confuse a professional boundary survey with a property sketch, a tax plat, or a legal description shown on a deed. A tax plat or property appraiser sketch shows approximate dimensions based on public records and is not a professionally measured survey — it cannot be used for building permit applications or legal boundary determinations. A legal description from a deed describes the property mathematically but does not represent a field-measured location of the actual boundary in the physical world. Only a signed and sealed survey prepared by a Florida-licensed Professional Surveyor and Mapper constitutes a boundary survey suitable for building permit applications. Contractors and property owners who submit permit applications with non-survey documents representing property boundaries risk having their applications rejected.

How to Order a Survey in South Florida

Ordering a survey in South Florida requires engaging a Florida-licensed Professional Surveyor and Mapper firm. The firm should be selected based on their experience with the specific type of survey required (residential, commercial, waterfront, easement), their familiarity with the specific municipality's requirements, and their ability to deliver the survey within the project's timeline. Survey orders should be placed as early as possible in the project planning process — survey firms in South Florida's active construction market may have backlogs of 2 to 6 weeks. When ordering a renewal survey for a property with a prior survey, providing the prior survey to the survey firm significantly reduces both the cost and the production time. All surveys for building permit applications must be signed and sealed by a Florida-licensed PSM with their license number and seal.

Government Accountability for Survey Requirements

Miami-Dade County plan reviewers who apply survey age requirements inconsistently — requiring a new survey for one project type while not requiring it for another similar project — can cause confusion and delays. Property owners who believe that a survey age requirement has been applied incorrectly for their specific project type should request written confirmation from the Building Official of the applicable policy. When government survey requirements create unnecessary USD costs or delays, Endless Life Design researches the applicable Miami-Dade County policy, provides the correct policy citation to the plan reviewer, and demands clarification. Survey requirements that exceed what the Florida Building Code or Miami-Dade County Code actually mandates should be challenged and corrected through the Building Official.
