Miami-Dade County contains 34 incorporated municipalities along with unincorporated areas administered directly by the Miami-Dade County RER Building Division. Tier 1 Large Municipalities

The largest Miami-Dade municipalities by population include the City of Miami (separate Building Department; Riverside Center, 444 SW 2nd Avenue, Miami; high-rise downtown and Wynwood Arts District construction), the City of Miami Beach (separate Building Department; 1700 Convention Center Drive, Miami Beach; Art Deco Historic District construction subject to Historic Preservation Board review), the City of Hialeah (separate Building Department; established residential and commercial inventory), the City of Coral Gables (separate Building Department; 405 Biltmore Way, Coral Gables; distinctive Board of Architects design review for all construction), and the City of Doral (separate Building Department; 8401 NW 53 Terrace, Doral; corporate office and master-planned residential).





Tier 2 Mid-Sized Municipalities

Tier 3 Smaller Municipalities

The E-municipal System maintained by Miami-Dade RER supports electronic submittal of municipal permits with specific participating municipalities including Bal Harbour Village, City of Miami, and Town of Miami Lakes (as of recent program scope). Through the E-municipal System, these municipalities submit your applications directly to Miami-Dade County electronically with plans required to be digitally signed and sealed in compliance with Miami-Dade Digital Signing and Sealing guidelines. For municipalities not participating in E-municipal, plans and applications are submitted directly to the applicable municipal Building Department through the municipal portal or in-person at the municipal Building Department.

Common permit application forms used across Miami-Dade construction include the yellow Building Permit Application (the primary master permit and subsidiary permit form), the blue Application for Plan Revision (for design changes to issued permits and shop drawing submittal), the green Zoning Improvement Application (for zoning-related improvements including balloon signs and painted wall signs), the Contact Sheet or Requested Reviews form identifying disciplines requiring plan review, the applicable Fee Sheets (Building, Mechanical, Electrical, Plumbing and Gas), the Owner-Builder form for owner-builder permit status, and supplementary forms.
