Plumbing Permits in South Florida – Miami-Dade, Broward and Palm Beach County 2026

Plumbing permits are required for all new plumbing installations, plumbing system modifications, water and sewer line work, gas line installations, septic system work, and related plumbing activities across Miami-Dade County, Broward County, and Palm Beach County. Unpermitted plumbing work is a serious violation that exposes property owners to USD fines, water damage liability, health hazards from sewage contamination, and complete removal and replacement of all non-permitted plumbing systems at the owner's expense. Every plumbing project beyond minor repairs requires proper permits in South Florida.

Why Plumbing Permits Are Required

Plumbing systems carry potable water for human consumption and remove wastewater and sewage from buildings. Improperly installed plumbing creates contamination risks where sewage can enter drinking water supplies — a serious public health emergency. Plumbing failures cause catastrophic water damage, mold growth, and structural damage to buildings. Florida Building Code and local health department regulations require government inspection of all plumbing work to protect occupants, neighboring properties, and public water infrastructure.

Plumbing Permit Types in South Florida

Miami-Dade County, Broward County, and Palm Beach County building departments issue the following plumbing permit types:

New Plumbing System Permit covers the complete plumbing installation in a new residential or commercial construction project. This includes water supply lines from the meter to all fixtures, drain, waste, and vent (DWV) systems, fixture rough-in, and final fixture installation.

Plumbing Alteration Permit is required for modifications to existing plumbing systems, including relocating fixtures, adding new fixtures, modifying drain lines, rerouting water supply lines, and any other modification to the building's plumbing system. Kitchen remodels and bathroom renovations almost always require plumbing permits in addition to building permits.

Water Service Line Permit covers the installation, replacement, or repair of the water service line from the municipal water main to the building meter, and from the meter into the building. Water service line work typically requires coordination with the local water utility.

Sewer Line Permit is required for the installation, replacement, or repair of the building's sewer lateral connecting to the municipal sewer main. Sewer line permits in Miami-Dade County may require coordination with Miami-Dade Water and Sewer Department (WASD). Sewer line work that connects to the public sewer system requires utility company inspection in addition to county/municipal building inspection.

Septic System Permit is required for the installation of new septic systems and for the major repair or modification of existing septic systems. Septic system permits in Miami-Dade County are administered through Miami-Dade Water and Sewer Department in coordination with the Building Department. In Broward and Palm Beach Counties, the Florida Department of Health county health departments review and permit septic system work. Septic systems in South Florida are subject to specific regulations due to the region's shallow groundwater table, porous limestone geology, and proximity to surface water bodies.

Gas Line Permit is required for the installation of new natural gas or liquid propane (LP) gas lines, gas line extensions, gas appliance connections, and gas meter installations. Gas line work requires pressure testing and inspection before gas service is restored. All gas line work must be performed by a licensed plumbing contractor or licensed gas contractor. The Miami-Dade Consumer Services Department enforces gas safety regulations.

Water Heater Permit is required for water heater replacement and new water heater installation in most jurisdictions in South Florida. Water heater permits verify that the equipment meets energy efficiency standards, that temperature and pressure relief valves are properly installed, and that the electrical or gas connections meet code. Tankless water heater installations typically require both a plumbing permit and either an electrical or gas permit.

Irrigation System Permit is required for the installation of automatic irrigation systems connected to the potable water supply or to reclaimed water systems. Backflow prevention devices are required on all irrigation systems to prevent irrigation water from contaminating the potable water supply. Backflow preventers must be tested annually.

Fire Suppression System Plumbing Permit covers the plumbing components of wet pipe and dry pipe fire sprinkler systems in commercial, industrial, and multi-family residential buildings. Fire suppression system work also requires review and approval from the Fire Marshal.

Pool Plumbing Permit is part of the overall swimming pool permit package and covers the pool's recirculation system, main drain, return lines, skimmer connections, and equipment pad plumbing. Pool plumbing must comply with the drain anti-entrapment requirements of the Virginia Graeme Baker Pool and Spa Safety Act.

Backflow Prevention Device Permit covers the installation, replacement, and annual testing registration of backflow prevention devices on irrigation systems, commercial facilities, multi-family residential buildings, and other properties with cross-connection risks.

Miami-Dade County Plumbing Permit Process

Plumbing permits in Miami-Dade County are processed by the Building Department's Plumbing Division. Permit applications must include: completed application forms, letter of intent, plumbing plans for projects requiring engineered drawings, fixture count worksheets, and coordination letters from utility companies where applicable.

For residential plumbing work in unincorporated Miami-Dade County, plan review typically takes 5 to 30 days. For commercial plumbing projects and sewer/water line work in proximity to sensitive infrastructure, review periods may be longer and may involve multiple departments including Miami-Dade Water and Sewer Department (WASD) and the Department of Environmental Resources Management (DERM).

Required plumbing inspections include: underground rough-in, top-out (above-slab plumbing before drywall), and final plumbing inspection. Gas line inspections are required separately: rough gas, pressure test, and final gas inspection.

Broward County Plumbing Permit Process

Palm Beach County Plumbing Permit Process

Palm Beach County Building Division processes plumbing permits for unincorporated areas. Palm Beach County's porous limestone geology and shallow groundwater table make septic system permitting particularly important — improperly designed septic systems can contaminate the Biscayne Aquifer, which provides drinking water for millions of South Florida residents.

Plumbing Contractor License Requirements

All plumbing work under a permit in South Florida must be performed by a Florida-licensed Plumbing Contractor. License categories include Certified Plumbing Contractor (statewide) and Registered Plumbing Contractor (limited by county). All licenses must be current, valid, and not expired, suspended, or revoked. Plumbing contractors must carry current workers' compensation insurance, general liability insurance, and a valid Local Business Tax Receipt.

Plumbing Permit Fees in South Florida

Plumbing permit fees are charged in USD based on the number of fixtures, the linear footage of pipe, the construction valuation, or a combination depending on the jurisdiction's fee schedule. Application fees, plan review fees, and inspection fees are all charged separately in USD.

Reinspections cost USD fees per visit. Failed plumbing inspections — due to pipe slope deficiencies, missing cleanouts, improper venting, or test failures — require reinspection and additional USD fees. Gas pressure test failures require complete pressure re-testing after repairs.

Consequences of Unpermitted Plumbing

Unpermitted plumbing in South Florida creates health hazards, water damage liability, and legal complications. Property owners with unpermitted plumbing face USD fines, required demolition and replacement of all non-permitted plumbing work, homeowners' insurance complications, and severe title issues that prevent property sale. The USD cost of removing and replacing all unpermitted plumbing work far exceeds the cost of proper permitting.
