Does every Coral Gables construction project under $7,500 avoid permits?
No. The City explicitly states that this is not true. Only certain qualifying projects may be exempt when all required conditions are satisfied.
What property types can potentially qualify?
The City says the project must be for a single-family dwelling, duplex or townhouse property as defined under the Florida Building Code Residential.
Can a property in a Flood Hazard Area qualify?
No. The City states that the property cannot be located in a Flood Hazard Area.
Can the exemption include electrical, plumbing, mechanical, structural or gas work?
No. The City states that qualifying work cannot involve those systems. It specifically notes that structural work includes building-envelope components such as roofing, doors and windows and exterior elements that must resist wind or impact loads.
Can a larger project be divided into smaller projects to stay under $7,500?
No. The City states projects cannot be subdivided to evade permit requirements.
What must an owner submit to request the exemption?
The City says a written exemption request must be submitted with the contract and other documentation demonstrating the nature and value of the work. The City reviews the documentation for compliance with local ordinances.
Can code enforcement still apply to exempt work?
Yes. The City notes that work contrary to local ordinances remains subject to enforcement regardless of construction value.
