Cooper City and Southwest Ranches are two distinct municipalities in southwestern Broward County that represent different extremes of suburban development. Cooper City is a dense, fully developed residential city with approximately 35,000 residents and a mature built-out housing stock, while Southwest Ranches is an equestrian community and one of the least densely developed municipalities in Broward County, characterized by large lots, horse farms, and a rural lifestyle. Both municipalities have their own building departments and permitting processes separate from Broward County. Every construction project in either city requires a permit from that city's building department.

Cooper City Building Department

The City of Cooper City Building Department — part of the Community Development Department — processes building, electrical, plumbing, mechanical, roofing, pool, fence, and all other regulated construction permits for the city. Cooper City is a fully developed suburban residential community with tree-lined neighborhoods, multiple homeowner associations, and limited commercial activity concentrated along Stirling Road and Griffin Road. The city's building department primarily handles residential permits — additions, HVAC replacements, roofing, pools, fences, and occasional new construction on remaining infill lots.

Cooper City's permit application process uses an online portal for many routine permit types. Over-the-counter permits for simple work (water heater replacement, HVAC like-for-like replacement, electrical panel upgrade) are reviewed within a few business days. Full plan review for residential additions and new construction takes 15 to 30 business days. Commercial construction permits, while relatively rare in Cooper City, follow similar timelines to other Broward municipalities.

Cooper City HOA Requirements

The vast majority of residential properties in Cooper City are within homeowner associations (HOAs). Southwest Ranches has some of the largest residential estate properties in Broward County, with custom homes, horse stables, riding arenas, and accessory agricultural structures.

Southwest Ranches building permits are required for all regulated construction, including custom home construction, home additions, stable construction, riding arena construction, garage construction, pool and spa installation, fence installation, and all other improvements. The town's building official works with Broward County for some specialized plan review functions while maintaining independent building permit authority.

Southwest Ranches Agricultural and Equestrian Structures

Southwest Ranches is zoned for equestrian and agricultural uses, and many property owners maintain working horse farms with multiple barns, paddocks, riding arenas, and accessory farm structures. Agricultural buildings used solely for farming purposes — barns, equipment storage, crop storage — may qualify for an agricultural exemption from some building code requirements in Florida. However, structures with any residential, office, or non-agricultural commercial use must fully comply with the Florida Building Code.

Horse stables in Southwest Ranches that include living quarters, offices, or storage facilities used for non-agricultural purposes require a full building permit and must comply with the Florida Building Code for the applicable occupancy classification. Riding arenas that include spectator seating, electronic scoreboards, lighting systems, or public restrooms require permits for each of these elements in addition to the basic arena structure permit.

Cooper City requires a Certificate of Occupancy for all new construction and for additions that create new habitable space. Southwest Ranches requires a CO or Certificate of Completion for all permitted construction. Without these final approval documents, the construction is not legally complete regardless of how well it was built.

811 Sunshine State One-Call

All excavation in Cooper City and Southwest Ranches — including pool excavation, foundation work, drainage installation, and landscape grading — requires a call to 811 at least two full business days before digging. In Southwest Ranches, where well and septic systems are common, underground well casings, septic tanks, and drain fields must be located before excavation begins. Breaking an underground septic system or well casing during excavation requires a separate septic or well permit for repair, adding significant cost and time to the project.

The Notice of Commencement must be recorded with the Broward County Records Division before construction begins and a certified copy posted at the job site.

Permit Expiration and Abandonment

Building permits in Cooper City and Southwest Ranches expire if no approved inspection is obtained within 180 days of permit issuance. Abandoned construction in either city — projects left incomplete without inspection approvals — results in USD fines of $20,000 USD and above, plus demolition plan requirements, demolition contractor costs, and site restoration to pre-construction natural condition. In Southwest Ranches, where large equestrian properties may be used for multiple functions, an abandoned partial-construction project can affect the entire property's operations and value significantly.
