Wellington, Loxahatchee and Equestrian Community Construction Permits in Palm Beach County 2026

Wellington and the surrounding equestrian communities in western Palm Beach County represent one of the most unique and specialized construction permit environments in all of South Florida. Known internationally as the Winter Equestrian Capital of the World, Wellington hosts premier equestrian competitions each winter season and is home to extensive equestrian residential estates, horse farms, polo fields, equestrian training facilities, and agricultural properties. Construction permitting in Wellington and adjacent communities — including The Acreage, Loxahatchee Groves, Westlake, and unincorporated western Palm Beach County — involves a combination of Palm Beach County Building Division permits, Wellington municipal approvals, and agricultural zoning overlays that are unlike any permit environment in Miami-Dade or Broward County.

Village of Wellington Building Permits

The Village of Wellington is an incorporated municipality with its own building department located at 12300 Forest Hill Boulevard, Wellington, FL 33414. The Wellington Building Division issues permits for all construction within Wellington's municipal limits, which include most of the developed equestrian residential neighborhoods, commercial districts, and recreational facilities. Wellington uses the Florida Building Code as its base code with adopted local amendments. USD permit fees follow Wellington's adopted fee schedule.

Wellington permit applications are submitted through the Wellington online permitting portal. Plan review involves multiple departments: building/structural, mechanical, electrical, plumbing, zoning, public works, and fire. Larger projects may require concurrent review by the Wellington Village Council or Planning, Zoning, and Adjustment Board. Standard residential permit review in Wellington takes approximately 15 to 30 days. Complex projects involving new construction, site plan approvals, or rezoning can take 60 to 120 days or more.

Equestrian Overlay Zoning and Agricultural Use Permits

Wellington's zoning code includes an Equestrian Preservation Area (EPA) overlay that governs the use and development of equestrian properties throughout much of Wellington. The Acreage, zoned primarily for agricultural residential use, allows horses, livestock, and agricultural structures as accessory uses on residential parcels typically 1.25 acres or larger. Agricultural structures — including barns, stalls, chicken coops, and equipment storage — may qualify for agricultural exemptions from certain building code requirements, but most residential construction and all commercial construction still requires full building permits. The Palm Beach County Zoning Division must be consulted before assuming any agricultural exemption applies.

Loxahatchee Groves, a separately incorporated municipality, has its own Town Council and limited municipal staff but contracts with Palm Beach County for some services. Construction permits in Loxahatchee Groves are filed with the town and may be reviewed under county standards. The Town of Loxahatchee Groves has specific regulations regarding paved road requirements, drainage, and agricultural preservation.

Westlake – Florida's Newest City

Westlake is one of Florida's newest incorporated cities, located in western Palm Beach County adjacent to The Acreage. Westlake has its own building department and permitting process for construction within its city limits. The city was developed largely as a planned community and its building regulations reflect current Florida Building Code requirements along with city-specific design standards for the planned development. USD permit fees follow Westlake's adopted schedule. Permit applications are submitted through the Westlake building portal.

Construction on Agricultural Properties in Western Palm Beach County

Western Palm Beach County contains large tracts of agricultural land including sod farms, nurseries, sugar cane fields, and citrus groves. Construction of farm structures — including irrigation pump stations, agricultural storage buildings, worker housing, and processing facilities — is regulated under Florida agricultural construction exemptions and Palm Beach County agricultural zoning ordinances. However, any structure used for human habitation, regardless of agricultural setting, must comply with the Florida Building Code's residential or commercial standards and requires full building permits.

Farm structures may qualify for exemptions from certain permit fees under Florida Statutes Section 604.50, but these exemptions have specific requirements regarding the size, use, and location of the structures. Do not assume agricultural exemptions apply without confirming with the Palm Beach County Building Division and Zoning Division in writing.

Polo and Equestrian Sports Facility Permits

The construction of polo fields, show jumping arenas, dressage arenas, cross-country courses, and equestrian competition facilities requires permits from the applicable building and zoning authority. 811 Sunshine State One-Call Requirements for Equestrian Property Excavation

Any excavation on equestrian properties in western Palm Beach County — including paddock fence post installation, barn foundation excavation, irrigation line trenching, drainage improvement work, and arena footing installation — requires a call to 811 (Sunshine State One-Call) at least two business days before excavation begins. Utility companies will mark the locations of underground lines including electrical, telephone, cable, gas, and water/sewer lines. Western Palm Beach County properties often have private well and septic systems in addition to utility lines — private lines are not marked by 811 and must be located independently before excavation.

Septic systems on equestrian properties are frequently oversized compared to residential properties and serve both residential structures and stable/barn facilities. Expansion of septic systems to accommodate new structures requires a Florida Department of Health permit through the Palm Beach County Health Department. Abandonment of existing septic systems during connection to municipal sewer service requires a separate permit from the Palm Beach County Health Department. Disturbing an underground septic system without proper permitting and decommissioning can result in USD fines and environmental violations.

Survey Requirements for Western Palm Beach County Properties

Large-lot properties in Wellington, The Acreage, and western Palm Beach County typically require both boundary surveys and topographic surveys for permit applications. These surveys expire after one year and cost between $800 USD and $8,500 USD to renew depending on the size of the parcel — large equestrian estates of 5 to 20 acres can push survey costs toward the higher end of this range. Topographic surveys are essential for stormwater management designs required by SFWMD and Palm Beach County.

Stormwater and SFWMD Environmental Permits

Western Palm Beach County sits within the South Florida Water Management District's jurisdiction and much of the area drains into the Loxahatchee National Wildlife Refuge and the Everglades system. Construction projects that disturb more than one acre of land, or that modify existing drainage patterns, require SFWMD Environmental Resource Permits (ERPs) in addition to county building permits. Arena construction, barn pads, and paved areas on large equestrian properties regularly trigger SFWMD permit requirements.
