South Florida's tropical canopy is one of the region's defining features and is heavily protected by local tree preservation ordinances. Tree removal almost always requires permits, and removing protected species, specimen trees, or trees exceeding defined size thresholds triggers mitigation requirements that can substantially affect project costs and timelines.

This guide details tree removal permit requirements across Miami-Dade, Broward, and Palm Beach Counties for 2026.

PROTECTED TREE CATEGORIES

South Florida jurisdictions protect trees through several categories: specimen trees (typically defined by DBH diameter at breast height thresholds, often 18-24 inches), native species automatically protected regardless of size (live oak, mahogany, gumbo limbo, slash pine, cypress, sabal palm), historic trees designated for their age or significance, heritage trees on properties with historic designation, and street trees in public right-of-way that require municipal permits separate from private trees. Each category triggers different permit requirements and mitigation.

WHEN TREE REMOVAL PERMITS ARE REQUIRED

Tree removal permits are required for: removal of specimen-size trees (typically DBH over 18-24 inches), removal of any protected native species regardless of size, removal of trees within environmentally protected areas, removal of trees for construction or development, removal of trees within historic districts requiring Certificate of Appropriateness, and tree pruning that removes more than defined percentage of canopy. Dead and dangerous trees may proceed without permits in emergency situations but typically require post-action documentation.

MITIGATION REQUIREMENTS

Tree removal typically requires mitigation: replanting with same number or greater number of approved species on the same property, replanting larger specimens than removed (mitigation often requires 2:1 or 3:1 replacement of equivalent canopy area), fee-in-lieu payment to tree mitigation fund when on-site replanting is not feasible, restoration of removed canopy area within defined timeframe, and ongoing maintenance and survival monitoring for newly planted trees. Mitigation costs can range from $500 to $10,000+ per removed tree depending on species and size.

APPROVED REPLACEMENT SPECIES

Most South Florida jurisdictions maintain approved species lists for mitigation plantings emphasizing: native species (live oak, mahogany, gumbo limbo, dahoon holly), hurricane-resistant species with strong wood and rooting (live oak, mahogany), drought-tolerant species (sabal palm, dahoon holly), species providing shade and canopy (live oak, mahogany, royal poinciana), and prohibited invasive species (melaleuca, Brazilian pepper, Australian pine) cannot be used for mitigation. Royal palm and other ornamentals are sometimes restricted from counting toward mitigation.

TYPICAL PERMIT COSTS

Tree removal permit costs vary widely: Miami-Dade County tree removal permits typically run $50 to $250 per tree, Broward County permits run $50 to $200, Palm Beach County permits run $75 to $300. Mitigation costs run substantially higher: $200 to $1,500 per replacement tree planted, $2,000 to $15,000+ for fee-in-lieu payments per removed tree. Total tree-related costs on construction projects with multiple specimen trees can easily reach $20,000 to $100,000+.

APPROVAL TIMELINES

Tree removal permits typically process within 2 to 6 weeks in Miami-Dade County, 1 to 4 weeks in Broward County, and 3 to 8 weeks in Palm Beach County. Specimen tree removal applications add 2 to 4 weeks for arborist review. Mitigation plan approval adds 2 to 6 weeks. Historic district tree work adds 4 to 12 weeks for Certificate of Appropriateness review. Emergency tree removal (dead, diseased, or hazardous trees) can typically proceed within 1 to 3 business days.

ARBORIST REPORT REQUIREMENTS

Many tree removal permits require arborist reports from ISA-certified arborists: assessment of tree health and structural integrity, identification of species and verification of protected status, justification for removal (disease, damage, conflict with construction), mitigation recommendations including species and locations, and tree protection plan for remaining trees during construction. Arborist reports run $300 to $1,500 per property assessment. Pre-construction tree surveys identify all protected trees requiring permits.

CONSTRUCTION-RELATED TREE REMOVAL

Construction projects involving tree removal trigger combined permits: building permit cannot typically issue without resolved tree permits, construction plans must show all trees to remain and proposed removals, tree protection fencing around trees to remain is typically required, root pruning permits required for trees adjacent to construction, and post-construction inspections verify tree protection during work. Adding tree permitting to construction projects extends timelines and adds complexity that benefits from licensed general contractor coordination.
