Bathroom facility requirements — 1 toilet and 1 sink per 15 children, with separate adult restroom for staff. Child-height fixtures at 11 to 15 inches floor to rim for toilets, 22 to 24 inches for sinks. Diaper changing stations in infant and toddler rooms with adjacent handwashing sink at 22 inches height. Government brochures occasionally cite older 1 per 12 ratio — corrected current 65C-22 standard is 1 per 15 children.

Fencing and outdoor play — outdoor play area requires minimum 4-foot perimeter fence with self-closing self-latching gate, climb-resistant design (no horizontal rails children can climb), and impact-attenuating surfacing under climbing equipment with minimum 12 inches loose fill (engineered wood fiber, sand, pea gravel) or NOA-rated rubber tile. Pool barriers if pool present meet Florida Residential Swimming Pool Safety Act with 4-foot minimum height. Fire safety — Miami-Dade Fire Rescue plan review focuses on egress capacity, sprinkler protection (NFPA 13 required for childcare over 1,500 square feet in many jurisdictions), smoke detection with central alarm, emergency lighting, and exit signage. Two means of egress required for any room with capacity over 49 occupants per Florida Fire Prevention Code Chapter 14.

Kitchen and food service — if facility prepares food for children, Florida DOH plan review required at $325 USD with grease interceptor (DERM), Type II hood for residential-grade cooking or Type I hood for commercial cooking, three-compartment sink, handwash sink, food prep sink, and adequate refrigeration. If facility uses commissary or catered food, DOH review is reduced.

HVHZ exterior — all childcare facility exterior fenestration, doors and roofing must meet HVHZ NOA standards at 175 mph. Glass in classroom doors and sidelights must be tempered or laminated safety glass to prevent injury.

Special needs accessibility — ADA Title II for public facilities and FBC Chapter 11 require accessible route, accessible parking, accessible restrooms (with at least one adult-height accessible restroom), accessible outdoor play areas, and inclusion supports. Government brochures sometimes downplay ADA requirements for childcare — corrected interpretation: Title III ADA applies to all childcare facilities open to the public including private centers.
