Permit costs in Miami-Dade County increased for the first time in over 17 years effective October 1, 2025. The revised schedule reflects the Department of Regulatory and Economic Resources' increased operating costs and applies to all applications submitted after the effective date.

OVERVIEW OF THE 2025-2026 FEE INCREASE
The Miami-Dade County Board of County Commissioners adopted the revised fee schedule on June 30, 2025. The new rates took effect October 1, 2025, and represent the first permit fee adjustment since 2008. All projects submitted on or after October 1, 2025 are subject to the updated schedule, regardless of when the construction contract was signed.
RESIDENTIAL PERMIT COSTS
Residential permit fees are calculated as 0.5% of the projected construction cost. The valuation must reflect actual labor and materials cost; underreporting is grounds for permit revocation. A $50,000 kitchen renovation carries a $250 base permit fee. A $150,000 second-story addition carries $750. A $400,000 new single-family home carries $2,000. A $1,200,000 custom home carries $6,000. Projects valued under $2,500 are charged a flat $45 fee.
COMMERCIAL PERMIT COSTS
Commercial fees follow a tiered structure: 1% of projected construction cost up to $30 million, and 0.5% on amounts exceeding $30 million. The minimum commercial permit fee is $110. A $500,000 tenant build-out carries $5,000. A $2,000,000 restaurant construction carries $20,000. A $15,000,000 mixed-use building carries $150,000. A $50,000,000 high-rise carries $400,000.
TRADE PERMIT COSTS
Trade permits are required for stand-alone work or as sub-permits attached to a master building permit. Effective October 1, 2025, the minimum trade permit fee increased to $166.63 per discipline. Final cost depends on the number of fixtures, outlets, units, or square footage covered. Trade permit fees are charged independently from the master building permit.
IMPACT FEES
Miami-Dade County collects impact fees for new construction to fund infrastructure required to serve new development. Impact fees apply to roads, fire and emergency services, police, parks and recreation, and educational facilities for residential projects.
Impact fees can add $5,000 to $30,000+ to a single-family home permit and substantially more for commercial projects. Renovations and additions to existing structures generally trigger reduced or no impact fees.
DERM ENVIRONMENTAL FEES
Properties within environmentally sensitive zones, near water bodies, or within wellfield protection areas require Department of Environmental Resources Management review. DERM processing fees vary by review type and include separate charges for plan review, site inspections, and any required environmental mitigation. Properties on septic systems, in flood zones, or within mangrove or wetland protection zones face the most extensive DERM requirements.
ADDITIONAL FEES AND SURCHARGES
Beyond the base permit, applicants should anticipate the Florida Building Code surcharge at 1.5% of permit fee, the Florida DBPR surcharge at 1.5% of permit fee, re-inspection fees for failed inspections, plan revision fees after initial approval, expired permit reactivation fees, recertification fees for buildings over 40 years old, and after-hours and weekend inspection fees.

Total all-in permitting cost estimates including base fees, trade permits, and typical surcharges: bathroom remodel at $25,000 value runs $325 to $600. New single-family home at $500,000 runs $8,000 to $18,000 with impact fees. Small commercial build-out at $300,000 runs $4,500 to $8,000. Large commercial project at $5,000,000 runs $55,000 to $90,000.
