Film, Entertainment and Temporary Event Construction Permits in Miami-Dade County 2026

Miami-Dade County is one of the premier film and entertainment production locations in the United States, consistently attracting major motion pictures, television productions, music videos, advertising shoots, sporting events, concerts, food festivals, and art events. The construction of film sets, temporary event stages, production tents, temporary structures for large gatherings, and infrastructure modifications needed for entertainment events all require permits from Miami-Dade County and applicable municipal authorities. Failing to obtain the required permits for temporary construction associated with film and event production results in stop-work orders, forced removal of structures, USD fines, and potentially catastrophic liability exposure if uninspected temporary structures fail and injure crew or guests.

Miami-Dade County Film and Entertainment Permits

Miami-Dade County's Office of Film and Entertainment, a division of the Miami-Dade County Department of Regulatory and Economic Resources (RER), administers film permits for production activity occurring in Miami-Dade County unincorporated areas and on county-owned properties. Film permits cover the right to use public rights-of-way, parks, beaches, and government facilities for film and television production. USD film permit fees vary based on the scope of the production activity and the duration of the permit.

Film permits from the Office of Film and Entertainment are separate from building permits. When film production requires the construction of sets, temporary structures, staging areas, or other built improvements — even on a temporary basis — those structures require building permits from the Miami-Dade County RER Building Department or the applicable municipal building department. The Office of Film and Entertainment and the Building Department review applications concurrently for production activities that involve both location use and construction.

Temporary Structure Permits for Film Sets and Event Stages

Any temporary structure that will be occupied by the public — including event stages, bleacher seating, scaffolding for lighting rigs, temporary platforms, temporary booth structures, and tents over certain size thresholds — requires a building permit in Miami-Dade County, Broward County, and Palm Beach County. The Florida Building Code Chapter 31 governs temporary structures and specifies the requirements for temporary structure permits, engineer-sealed plans, wind load design, and inspections.

Temporary stage structures for concerts and events must be designed by a licensed structural engineer for wind loading consistent with Miami-Dade County's High Velocity Hurricane Zone (HVHZ) requirements if the event occurs during the Atlantic hurricane season (June 1 through November 30). The tragic stage collapse at the Indiana State Fair in 2011 and other documented structural failures at outdoor events have prompted jurisdictions nationally to strengthen temporary structure requirements, and Miami-Dade County's requirements are among the most stringent in Florida.

USD costs for temporary stage structural engineering plans range from $3,000 USD to $25,000 USD depending on the stage size and complexity. Temporary structure permit fees are based on construction value. Structures must be inspected by a Miami-Dade County building inspector before they are occupied.

Tent and Membrane Structure Permits

Large tents and fabric membrane structures used for events — including weddings, corporate events, art fairs, food festivals, and film base camp operations — require permits when they exceed Miami-Dade County's size threshold. Miami-Dade County requires permits for tents or membrane structures larger than 900 square feet. Tents used for events where the public gathers must comply with NFPA 102 Standard for Grandstands, Folded Structures, Bleachers, and Folded Canopies and must have a certificate of flame resistance for all fabric materials.

Tent permit applications must include the manufacturer's specifications, flame resistance certification, staking or anchoring plan, and exit layout. Miami-Dade County's HVHZ wind requirements apply to tent anchor design — staking patterns and ballast weights must be engineered for the design wind speed. USD tent permit fees are relatively modest but the permitting timeline must be planned in advance — permits cannot be issued the day of an event.

Special Events Permit Process

Major special events — including art fairs, music festivals, sporting events, film premieres, and large private gatherings in public spaces — require Special Event Permits from Miami-Dade County Parks, Recreation and Open Spaces, the Miami-Dade Police Department, and potentially the City of Miami or other municipal authorities depending on where the event occurs. The special event permit application involves review of the event plan, traffic management plan, security plan, medical emergency response plan, vendor permit documentation, alcohol service licensing, and temporary structure permits.

Art Basel Miami Beach — one of the world's premier international art fairs — generates hundreds of temporary structure permits, tent permits, and special event permits each December across Miami Beach, Wynwood, and other Miami-Dade locations. The City of Miami Beach hosts major events along Collins Avenue and at the Miami Beach Convention Center that require coordinated permits from the City of Miami Beach Special Events Division, the Miami Beach Building Department, and the Miami Beach Fire Marshal.

Film Set Construction and Set Dressing Permits

Large-scale film set construction — including interior set builds on studio soundstages, exterior practical location set construction, and scenic construction requiring structural modifications to buildings — requires building permits when the work involves structural changes, temporary electrical service, plumbing modifications, or construction of occupied structures. Film studios and production companies must work with the applicable building department to determine permit requirements for each type of set construction.

Interior set builds that do not involve structural modifications to the host building — including set walls, prop structures, and scenic construction that is not designed to be occupied by the public — may qualify for a limited exemption from full building permit requirements in some jurisdictions. However, sets involving rigging, elevated platforms, or lighting towers that persons will occupy must be engineered and permitted. USD costs for permit compliance on major feature film productions are a standard line item in production budgets.

Temporary Electrical Service Permits for Events

Large events require substantial temporary electrical service — generators, distribution panels, feeder cables, and branch circuits to power stages, lighting, vendor power, and control systems. All temporary electrical installations in Miami-Dade County require electrical permits and must be performed by licensed electrical contractors. Temporary electrical permit applications must include a single-line diagram showing power sources, distribution panels, circuit loads, and grounding/bonding.

Generator installations for events require temporary generator permits. Generators must be placed in compliance with exhaust clearance requirements and noise ordinances. In incorporated municipalities, generator placement near residential areas may require additional approval from the city's code compliance department. USD electrical permit fees for large event temporary services are based on the total connected load value.

Event Site Restoration and Permit Closure

After the event or film production concludes, all temporary structures must be removed and the site must be restored to its original condition as a condition of the temporary structure permits and special event permits. Site restoration — including removal of temporary paving, repair of lawn and landscaping damaged by equipment, removal of temporary power distribution, and cleanup of the site — must be completed by the deadline specified in the permit conditions.

Failure to restore an event site within the required timeframe results in Miami-Dade County or the applicable municipality performing the restoration at the event organizer's expense and billing the organizer for the USD restoration cost plus administrative fees.
